I think these are woolly leafhoppers. They look a bit by mealybug and all the fluff they produce is alarming, but they are not that damaging to plants.

ReplyDeleteI was going to say Homopterans but I know that taxon (that once upon a time, was so useful)barely exists anymore! It's tough getting old.
